Start with policy, not a screen. Route differences through a controlled damage review

A new observation should create a review state, not an automatic conclusion. Define materiality, safety and serviceability criteria, then route the case to the role qualified to decide the next action. Update availability deliberately: a vehicle may be safe and rentable with cosmetic damage, restricted pending assessment or unavailable until repair and verification. Define who can place and release each hold. Link relevant downtime and cost records without mixing an internal repair estimate with a customer charge or insurer recovery.

Financial workflows need their own controls. A deposit, pre-authorization, damage charge, refund, dispute, invoice and insurer recovery are different events. Document the contractual and legal authority, approval, payment-provider behavior, communication, evidence and reconciliation for each. The rental record should make the context traceable, but it should not automatically treat a damage observation as a collectible customer balance.

Do not adopt an external target without equivalent definitions and operating context. A faster review may be valuable, but not if it reduces evidence quality or customer fairness. Use internal baselines, audit samples and documented cases to identify training, process, supplier, vehicle, interface or policy improvements.
